The German regulator has called for a more flexible oversight of online gambling
The Joint Gambling Regulatory Authority of Germany's federal states (GGL) aims to adopt a more flexible approach to regulating online gambling. The agency believes that business models, technologies, and forms of illegal gambling are evolving faster than German legislation can keep up.
GGL has proposed that authorities consider this when reviewing the State Treaty on Gambling, which was enacted back in 2021. It also requested more leeway to operate within the existing legal framework.
Simultaneously, GGL published an overview of its work over the five years since its inception. The regulator reported intensified efforts against illegal gambling — the number of prohibitive actions increased from 68 in 2022 to 287 in 2025. At the same time, GGL issued licenses to 129 operators and their intermediaries.
