The Swedish gambling regulator has proposed requiring all unlicensed gambling operators to block Swedish users
The Swedish regulator, Spelinspektionen, has presented a report to the government outlining measures that operators without a Swedish license can implement to prevent users from Sweden from accessing their services. Some of the proposals include geoblocking, stop messages, denying access when geolocation cannot be determined, and preventing attempts to bypass technical restrictions.
The initiative is linked to a proposal to amend the Swedish Gambling Act. It has been suggested to remove the criterion that subjects only gambling activities explicitly targeting the Swedish market to the law. According to the regulator's assessment, this limits actions against unlicensed operators to cases where the use of the Swedish language or the Swedish krona can be proven.
Spelinspektionen proposes to replace this approach by considering gambling to be present in Sweden if users located in the country can participate. The regulator also suggests banning the selection of Sweden during registration, rejecting accounts with Swedish addresses, postal codes, and the +46 phone code, as well as blocking transfers and credit card payments through solutions requiring a Swedish ID, and payouts to accounts with Sweden's code.
