The State Duma has proposed to restrict the sale of loot boxes in games to minors
The idea was proposed by the Deputy Chairman of the State Duma Committee on Family Protection, Vitaly Milonov.

During a conversation with RT, the deputy explained that young gamers do not have sufficient self-control and may spend large amounts on loot boxes.
"Sometimes there are real family dramas when a child, having full access to the family finances, spends a hundred or two on a trendy skin for an elven archer in their game," said Milonov.
According to Milonov, to address this issue, Russian authorities could, for instance, require developers to implement a parental control option in games featuring loot boxes. Another option could be to issue special “gamer cards” for minors in the country. The deputy did not specify, but presumably, these cards should have a limit or restriction on such spending.
Milonov has already submitted his proposal to Roskomnadzor.
