The State Duma proposed two ways of compulsory software licensing — for former and new license holders
Deputy Dmitry Kuznetsov, the author of the bill on compulsory licensing of foreign software, has prepared an updated version of the document. He suggested using different licensing mechanisms depending on whether the company receives a license for the selected software for the first time or not.
In both situations, companies will have to go to court. For former license holders, the process will take place according to a simplified scheme — they will have to prove to the court that the software developer no longer works with Russia and there are no analogues of such software in the country. If the company did not have a license before, then it will also need to justify why it needs foreign software.
Kuznetsov is going to submit an updated bill to the State Duma in early February.
