The Russian government has allocated 21.5 billion rubles to support the IT field

The Russian government has allocated 21.5 billion rubles from the reserve fund to support the IT sector. This became known from the government decree of April 1, 2022.

The funds are planned to be distributed in three directions. 14 billion will be allocated for grants for IT companies. 6 billion rubles will be allocated for subsidies to credit organizations, and the remaining 1.5 billion will be allocated for preferential mortgages for employees of IT companies.

Grants

The grants will be managed by the funds of Bortnik, Skolkovo and RFRIT.

RFRIT will receive 10.8 billion, Skolkovo – 1.2 billion, and the Bortnik fund – 2 billion.

The main contenders will be innovative projects aimed at the development and implementation of new technologies in the Russian IT industry.

Particularly significant promising projects will receive up to 6 billion rubles for three years. This is the maximum grant amount.

Subsidies for preferential lending
Part of the funds will be used to reduce credit rates for IT companies.

As a result, they will not exceed 3%, which will make it more efficient to continue and start new projects.

The subsidies will also be used to reimburse the lost income on loans from accredited IT companies.

As indicated in the order, the volume of credit funds issued to borrowers at a preferential rate will amount to 54.5 billion rubles.

Mortgage subsidy
Employees of accredited IT companies will be able to pay the mortgage on preferential terms.

The subsidy will be sent to the joint-stock company “DOM.RF” to reimburse income to credit organizations. The annual mortgage rate will decrease to 5% per annum.

The Ministry of Finance noted that IT specialists from 22 to 45 years old with an income of 150 thousand rubles per month for million-plus cities and from 100 thousand rubles for regions will be able to apply for a preferential mortgage.

The government adopted this order in connection with the restrictive measures of foreign states in relation to the Russian Federation, as well as in accordance with the presidential decree of March 2 on the support of the IT industry.
