Cloud Chamber has reduced its workforce by an undisclosed number of employees, with Rod Fergusson stepping in to steer the challenging development of BioShock 4

Update, Wednesday August 20, 2025: 2K Games has announced a downsizing of the BioShock 4 development team. The confirmation came through an internal memo from Cloud Chamber, shared with Eurogamer by 2K's president, David Ismailer.
Ismailer conveyed the decision to alter certain elements essential to a BioShock game, which has led to a reduction in team size to allow better focus on these changes. He emphasized the importance of the BioShock franchise to 2K and the commitment to aligning with fan expectations for continued success.
"We are thrilled about the core gameplay components but have chosen to refine aspects critical to BioShock's identity. This requires focusing our resources differently, hence the team reduction," Ismailer explained. Affected employees are to receive information regarding severance and support from their managers.
Recognition was given to the mixed emotions among the team, as Ismailer noted the appointment of Rod Fergusson, acknowledging his role during challenging times. The changes reflect the confidence in BioShock's value and the aim to deliver an outstanding installment in the franchise.
No specific number of layoffs was disclosed by 2K.
Original story: Cloud Chamber, the team behind BioShock 4, reportedly appointed Rod Fergusson, formerly of Diablo, as their new studio head. This change accompanies unspecified staff reductions as reported by insiders.
Kelley Gilmore, who was with Firaxis, exited this month amid reported internal restructuring and leadership changes initiated by Take-Two Interactive after an internal review.
Reports indicated that BioShock 4 had failed a review by 2K Games executives, particularly concerning its narrative development.
Bloomberg's Jason Schreier reported on the personnel changes, including Fergusson's new leadership role at Cloud Chamber.
Following his announcement of leaving Blizzard on August 8, Fergusson confirmed on social media his return to 2K, expressing enthusiasm to head the BioShock series and oversee the next game's creation along with associated projects like the planned Netflix movie.
Excitement was tempered with recognition of the restructuring challenges, as Fergusson thanked the team for their efforts so far and committed to crafting a title that will impress players.
BioShock 4, the first major entry since 2013's BioShock Infinite, began development at Cloud Chamber in 2019, under the ownership of 2K Games.
