Russian developers have asked the Ministry of Communications to return 3% of software exports
The Russoft Developers Association has sent a letter to the government. In it, developers ask for a number of benefits for the industry.
According to Vedomosti, we are talking about four key changes:
- make an indefinite benefit for insurance premiums. Now Russian IT companies pay the state 14% of the salary fund (other companies pay 30%). While this benefit is temporary, it is valid until 2023;
- cancel VAT on software development services, now the tax is 20%;
- limit taxes on expenses for innovative companies by 15% (perhaps we are talking about lending abroad at a low interest rate, saving on interest in Russia is subject to a 35% tax);
- return 3% of software exports as subsidies.
Several types of companies become beneficiaries of the innovation:
- First, Russian firms. They compete for leading domestic personnel, including with Western companies. They need to maintain and, preferably, increase the level of salaries. The benefit for insurance benefits helps them a lot in this. Also, in a difficult investment climate, the proposed subsidies will spur the growth rates of leading startups.
- Secondly, foreign companies whose production facilities are located in Russia. Recall that in the domestic IT there is a common scenario when a company registered, for example, in Ireland or Cyprus, “on paper” orders the development of a game by a related Russian studio.
The appeal may seem strange and unexpected, but it is worth looking at. Last year, Russoft was one of the parties that immediately advocated a law on pre-installations of programs of domestic production on smartphones. Recall that the law passed hearings in the State Duma quickly and with minimal amendments and was signed by the president in December.
