A bill on isolation of the Runet was introduced in the State Duma

The Russian State Duma has introduced a bill on the need to ensure the operation of the Runet in the absence of access to foreign servers. The information was posted in the Duma database.

What does it mean?

This means that the country’s authorities will be able to reduce the data flow that is transmitted from the Russian Internet segment abroad.

To do this, they will need a centralized traffic management mechanism. To provide such a mechanism will oblige telecom operators – owners of points of connection of Russian networks to foreign ones.

Also, some technical means will be installed on communication networks that will:

  • determine the source of traffic transmitted abroad;
  • restrict the passage of this traffic in order to deprive users of access to prohibited resources.

What else is in the bill?

The document provides for the creation of a national DNS system to obtain information about domain names and/or network addresses.

This system converts the domain names of sites into actual device addresses to ensure the operation of the Runet in isolated mode. Roskomnadzor will take over the development of requirements for the DNS system.

Who came up with this?

A group of deputies led by Andrei Klishas, head of the Federation Council Committee on Legislation. They prepared a document “taking into account the aggressive nature of the US national cybersecurity strategy adopted in September 2018,” in which Russia is “unprovenly accused of committing hacker attacks,” as stated in the explanatory note.
